Analysis of national debt and factors affecting national debt in HCM City

Abstract
In less developed or developing countries like Vietnam, borrowing resource from domestic and foreign countries is considered as an important thing to support economic growth. Vietnam’s public debt in recent years has always been at a high level (63.7% in 2016). Although it is still in a safe area, the risk of default is always high present if we do not really manage the public debt well. Ho Chi Minh City (HCMC) is being considered as a financial center of the country, the annual budget revenue always reaches 1/3 revenue of the country. In 2018, Ho Chi Minh City with revenues up to 369,621 billion VND, which accounted for 27.8% of the whole country, the total budget revenue of the city was equal to the total budget revenue of 45 provinces, so the public debt situation in Ho Chi Minh City greatly affected the economy of the country. The article researches, analyzes, assesses the current situation and the impact of public debt to the country budget at Ho Chi Minh City to know how its impact to the economic growth in Ho Chi Minh City during the period 2013-2018, then we can give some suggestions to strengthen public debt management
